Αντιμετώπιση Επικίνδυνων Οικοδομών στην Κύπρο: Αυστηρά Μέτρα για Μη Συμμορφούμενους Ιδιοκτήτες
Η αυξανόμενη ανησυχία γύρω από τις επικίνδυνες οικοδομές στην Κύπρο έχει φέρει το θέμα στο προσκήνιο, με τον Επαρχιακό Λειτουργό Ανάπτυξης Λευκωσίας (ΕΟΑ) να εξετάζει ήδη 55 περιπτώσεις, ενώ άλλες 600 εκκρεμούν. Στο πλαίσιο αυτό, ο βουλευτής Μαρίνος Μουσιούττας κατέθεσε πρόταση νόμου, η οποία προβλέπει αυστηρότερα μέτρα για την αποκατάσταση της ασφάλειας και την προστασία του κοινού.
Κατά τη διάρκεια της συζήτησης στη Βουλή, διατυπώθηκαν επιφυλάξεις για νομικά εμπόδια που ενδέχεται να προκύψουν, ιδιαίτερα ως προς την επιβολή προστίμων σε ιδιοκτήτες που δεν λαμβάνουν μέτρα. Η πρόταση δίνει ευρείες αρμοδιότητες στις Αρχές για παρεμβάσεις όταν τα κτίρια κρίνονται επικίνδυνα.
Κύριες πρόνοιες της πρότασης νόμου:
- Διακοπή υδροδότησης και ηλεκτροδότησης σε επικίνδυνα ακίνητα.
- Απαγόρευση ενοικίασης κτιρίων που κρίνεται ότι ενέχουν κίνδυνο.
- Δικαίωμα παρέμβασης των Αρχών για επιδιορθώσεις ή κατεδαφίσεις.
- Πρόστιμα έως €40.000 ή φυλάκιση μέχρι δύο έτη.
- Επιβολή διοικητικών προστίμων και καταγραφή των εξόδων στο Κτηματολόγιο.
Επιπλέον, η Πυροσβεστική Υπηρεσία εξέφρασε ανησυχία για την έλλειψη συντήρησης στα συστήματα πυρόσβεσης, ειδικά σε πολυκατοικίες, ενώ τέθηκε και το ζήτημα ιδιωτικών κολυμβητικών δεξαμενών που λειτουργούν στην πράξη ως δημόσιες χωρίς την απαιτούμενη εποπτεία.

The issue of hazardous buildings in Cyprus is gaining increasing attention, with the Nicosia District Officer for Development (EOA) currently reviewing 55 dangerous structures, while another 600 pending cases await action. In response to growing public safety concerns, MP Marinos Moushiouttas has introduced a legislative proposal aimed at enforcing stricter regulations and ensuring swift remediation of unsafe buildings.
During parliamentary discussions, officials voiced concerns about legal obstacles that may arise in enforcing the new rules—particularly regarding the imposition of fines on property owners who fail to address structural dangers. The proposal seeks to empower local authorities with the ability to intervene decisively when a building poses a threat to public safety.
Key provisions of the proposed law include:
- Disconnection of water and electricity supply to dangerous properties.
- Prohibition of renting out buildings deemed unsafe.
- Authorization for authorities to enter and carry out repair or demolition work if the owner fails to act.
- Imposition of fines up to €40,000 or imprisonment for up to two years.
- Issuance of administrative fines and recovery of intervention costs through property liens.
